APD | Philippine martial law may be extended in Mindanao

MANILA – Presidential Spokesman Atty. Salvador Panelo said they are open to the possibility that President Rodrigo Duterte will pursue a third extension of martial law in Mindanao, subject to the approval of both Houses of Congress, the Philippine Senate and the House of Representatives.

Atty. Panelo made the remark earlier today after both the Philippine National Police and the Armed Forces of the Philippines declared their support for another extension citing a “lurking” threat of terrorism in the southern island of Mindanao.

Armed Forces of the Philippines chief, General Carlito Galvez, Jr. was quoted saying he would recommend to President Duterte a year’s extension of martial law.

At a press conference, Mr. Panelo said President Duterte will evaluate whatever recommendations would come from the AFP and the PNP.

“But given the support of martial law in Mindanao, even by a Catholic bishop and the citizens there, the President may be persuaded to grant, to approve their recommendation,” Mr. Panelo was quoted by media outlets today.

He added public safety will be the primary consideration in deciding whether to push for another extension which will require the consent of Congress.

Martial Law was declared on May 23 last year after a group of ISIS-inspired Maute Group attacked Marawi City which resulted in a five-month battle where about 1,000 people died and displaced thousands of residents.

It was extended twice after majority of lawmakers agreed to the executive decision. Martial Law in Mindanao is set to end on Monday, December 31 this year.

General Galvez said martial law was “effective” in ensuring peace and order as it increased business activity in the region.

President Duterte said sometime in September that martial law in Mindanao was a deterrent against crime.
